Before refurbishment strip-out, the asbestos information needs to be sufficient for the work that may disturb the building. Check an existing report against the rooms, construction and proposed alterations. Its title alone is not enough.
Ask a competent asbestos surveyor or the responsible project team to confirm the appropriate scope and any unresolved areas before affected work proceeds. This guide covers preparing and handing over that information. Vayton does not offer asbestos surveying or removal.
Artex and asbestos before refurbishment
Some older textured wall and ceiling coatings, often described as Artex, contain asbestos. A pattern, colour or photograph cannot establish whether a particular coating contains it. The coating and the material beneath it both matter when work is being planned.
HSE identifies textured decorative coatings among the materials found in buildings constructed or refurbished before 2000. Give a competent asbestos surveyor the proposed work and affected locations, including ceiling replacement, new lights, service openings or changes to walls. Ask whether the available report covers the coating, its backing and the areas that will be disturbed.
Can textured ceilings be skimmed or overboarded?
Do not assume that skimming or overboarding avoids disturbance. Preparation and new fixings may affect the existing material. The responsible specialist needs to assess the material, its condition and the proposed method before the refurbishment package and sequence are agreed. This guide does not provide asbestos-removal instructions or confirm that a coating is safe to cover.
What should the refurbishment quotation allow for?
Keep survey and sampling, any specialist treatment or removal, access restrictions, waste arrangements and reinstatement as separate responsibilities. The building-work quotation should state what must be resolved before affected work begins and what is excluded. Do not treat an untested ceiling as an ordinary plastering allowance.
We can discuss the construction and making-good package once the necessary information and specialist arrangements are in place. We do not offer asbestos surveys or asbestos removal through this service.

Start with the construction work being proposed
Give the surveyor a clear description of the intended alterations, drawings where available and the locations likely to be disturbed. Include access restrictions, occupied areas and previous asbestos information.
HSE's role-based asbestos guidance says employers must establish whether asbestos is present before work and check that the information is sufficient for the activity. Work that breaks into the fabric may need a more intrusive refurbishment survey.
Keep the scope current. If the construction work expands into another room, ceiling void or floor area, ask whether the existing information covers the change before that area is disturbed.
Understand what the existing survey covers
HSE distinguishes management surveys from refurbishment or demolition surveys. The latter are intended to locate relevant materials, including concealed ones, in the affected scope and must be carried out by a competent surveyor. Intrusive survey work also needs appropriate arrangements for the area to be vacated and confirmed fit for reoccupation.
Ask the surveyor to explain the report's limitations, exclusions and inaccessible areas. A “not accessed” entry is an unresolved matter to manage, not a negative finding for that location.
Prepare a scope and handover checklist
| Information | Question to resolve |
|---|---|
| Work scope | Which alterations and areas of disturbance does the survey information address? |
| Existing documents | Which reports, registers, plans and relevant remedial records are available? |
| Survey limits | What was excluded, inaccessible or outside the agreed investigation? |
| Findings and actions | What has the competent specialist advised for the affected work? |
| Site arrangements | Access, occupancy restrictions, separation and any required specialist appointments. |
| Construction release | Who confirms that the necessary information and arrangements are in place? |
This checklist helps the client and appointed specialists organise the information. It does not determine whether a material contains asbestos, classify removal work or certify a building safe.
Do not fill a gap with an assumption
Say the planned strip-out includes a concealed service route that was outside an earlier survey. This is a hypothetical example. Send the revised construction scope to the competent surveyor and resolve the gap before the affected work starts.
If suspect material is discovered unexpectedly, stop the affected work and follow the responsible team's appropriate asbestos procedure and specialist advice. Do not sample, disturb or remove it to complete an ordinary building-work enquiry.
Give the construction team usable information
Provide the relevant current report and plans. An email saying the building has been surveyed is not enough. Identify the sections applying to the work and any restriction that remains. Keep changes and specialist instructions available to the people carrying out the affected construction.
For a strip-out package enquiry, send us the planned work, photographs, access requirements and available relevant survey information. We can then discuss the construction scope, with the specialist information and outstanding prerequisites clearly identified.
